Critical Tariff Need: Request for Response

Dear Community,

On October 7, 2025, the U.S. Commerce Department published 95 new requests for inclusion of derivative products in the Section 232 aluminum and steel tariffs. Among these requests, two specifically seek to add bicycles, frames, and e-bikes to those tariffs.

If granted, these requests would impose devastating consequences on our industry:

  • All bicycles and frames imported into the U.S. from any country would be subject to a 50% tariff on both steel and aluminum content
  • Electric bicycles with motors greater than 250W would face a 50% tariff on the value of aluminum content
  • Importers would be required to determine and declare the value of each metal’s content on entry documentation
  • These tariffs would be in addition to existing base tariffs and Section 301 tariffs on Chinese imports

Critical Deadline: October 21, 2025

We have only until October 21st when the two-week comment period closes. This is our only opportunity to oppose these potentially crushing tariffs.

Take Action Now

PeopleForBikes has created excellent resources to help you submit your comments. I want to extend our sincere thanks to PeopleForBikes for their leadership on this issue and for developing a comprehensive overview, detailed talking points, and a template letter that makes it easier for all of us to make our voices heard.

What You Need to Do

There are TWO separate inclusion requests, and you must submit comments on BOTH. See above.

How to Submit

  • Use the template letter and talking points provided by PeopleForBikes
  • Submit the same general information about your business to both requests
  • Follow with arguments specific to each request
  • Upload your letter through the links above rather than typing directly into the website
  • Personalize your letter – clearly define who your company is and how these tariffs will negatively impact your American business and American consumers
  • Put time and effort into your submission rather than simply copying and pasting the talking points

This is your opportunity to tell the government directly why these tariffs will harm your business, your employees, and your customers.

Join the NBDA’s Industry-Wide Response

In addition to submitting your individual comments, we strongly encourage all bicycle retailers to sign on to the NBDA’s comprehensive letter opposing these tariffs. By adding your voice to a unified industry response, we demonstrate the breadth and depth of opposition across the bicycle retail community.

SIGN THE NBDA LETTER

Your individual submission tells your unique story. Signing the NBDA letter shows our collective strength. Please do both.

Questions?

If you have questions about the comment submission process, please reach out.

These tariffs would be devastating to bicycle retailers, consumers, and the entire cycling ecosystem we’ve worked so hard to build. PeopleForBikes and the NBDA will be submitting comments in opposition and working with allies, but we need every voice in our community to be heard if we are to have a reasonable chance of stopping these new tariffs.
